THE SITE
The site of the New Rose Project compromises of three land parcels being the Roseville Memorial Club and the adjacent retail building which are located at 64-66 and part of 62 Pacific Highway, Roseville adjacent to the Roseville Memorial Park.
The site also includes a small parcel of land at the Larkin Lane frontage that is under the ownership of Ku-ring-gai Council. The site is located at the southern end of the Roseville local centre and has two street frontages, Pacific Highway to the east and Larkin Lane to the west.
The amalgamated site forms a rectangular shape with a combined area of 1,375 square metres. The site has a gradual fall of approximately 1.2m from its highest point at the north-eastern corner at the Pacific Highway frontage towards the south-west corner at its Larkin Lane frontage.
The Development Application provides for all vehicular access to the site being off Larkin Lane via a single two way driveway. All service deliveries and waste collection will be undertaken from within the basement car park. Presently these activities occur at grade at the Larkin Lane frontage.
THE SALE OF COUNCIL OWNED LAND
The majority of the site is owned by the Roseville Memorial Cub, with the exception of the small parcel of land at the Larkin Lane frontage, which is under the ownership of Ku-ring-gai Council. The Council owned land measures 156 square metres in area and is currently used by the Club on a lease/license arrangement for parking and service delivery. Refer Figure 1. This portion of land was reclassified as 'operational land' by Ku-ring-gai Council in their amendment to Schedule 4 of the Ku-ring-gai Local Environmental Plan (Local Centres) 2012 that was gazetted on 9th December 2016. Classifying the land as operational land was an essential first step in this project as it enabled the sale of this land to the Club for the New Rose Project.
THE new rose project
The Development Application (DA 0134/18) that has been approved by the Sydney North Planning Panel provides for:
The demolition of existing structures being the existing Memorial Club building and the adjacent retail shopfront
The construction of a new mixed use building comprising of a new ground floor Memorial Club (registered Club) with 33 x 1, 2 and 3 bedroom residential apartments above over levels 1 to 5
A roof top communal open space terrace
3 levels of basement car parking proving 58 car parking spaces,6 motorcycle spaces and 12 bicycle spaces ,a loading dock and waste collection area.
This approval represents the first stage of the project. Additional development and planning applications will need to be made to Ku-ring –gai Council over the coming six months to enable the project to realise completion. architectural design
The New Rose has been designed by the award winning architecture company PBD Architects. PBD is committed to creating buildings that deliver the highest architectural standard.
The architectural response for the New Rose Project is characterised by the following elements:
The design concentrates the maximum height at the Pacific Highway and Memorial Park corner. This creates an architectural feature that visually marks or reinforces the southern gateway of the Roseville Local Centre.
From the corner, the building form steps down towards the adjacent retail shopfronts to the north and the Larkin Lane car park and residential development to the west. This ensures that there is no abrupt change in height to lower scale development whilst also maximising solar access, visual and acoustic privacy for these adjacent properties.
The development has a 3 metre (at ground level) through to an 11.5 metre (level 5) setback from the Larkin Lane western boundary to maximise its separation with adjacent residential development and the heritage item at No.1 Maclaurin Parade, which is referred to as ‘Killiecrankie’. The roof top terrace is also setback 12-13.7 metres off this boundary. These setbacks will mitigate amenity impacts on neighbouring residences.
The building has been designed to be viewed in the round and has a tiered building form with strong sculptural lines.
The architecture activates the Pacific Highway frontage with the main entry points to the Club and the residential apartments being located at this frontage.
The Memorial Park and Larkin Lane frontage present with a modern and clean aesthetic. A paved pedestrian path wraps around both frontages. The architecture of the Club at ground level respects the formality of the Remembrance Garden, its ceremonial role and importance to Club members by providing a visual connection through the placement of large picture windows and a terrace at this frontage.
Drawing from a restrained palette of natural concrete elements and metal finishes the building will not prematurely age and will complement the materials that feature throughout the local neighbourhood.
THE NEW ROSEVILLE MEMORIAL CLUB
The new Club will continue to be a ‘Registered Club’ and it will be located on the ground floor of the Development.
It will be able to accommodate a maximum of 300 patrons at any one time, which is less than the number of patrons currently allowed in the existing club facility.
There will be 4-8 full time staff as well as contract staff working at the new Club. The hours of operation will remain unchanged and will continue to be:
Monday to Saturday 7am-12am
Sunday 7am to 10pm
The new club will have an external terrace at its boundary with the Memorial Park. No patrons will be allowed into this area after 9pm of a night.
Basement parking for 11 vehicles will be designated for Club use, which is an increase of 6 spaces over the Clubs current parking allocation.
All waste from the Club will be store back of house in the garbage and recycling bins then moved to the waste room in the basement car park. This is an improvement over the current situation where waste is stored at the Larkin Lane frontage of the Club.
THE NEW ROSE RESIDENTIAL APARTMENTS
The first stage of the New Rose Project provides for the development of 33 residential apartments that will be built over 5 levels. The apartment mix is as follows:
9 x 1 bedroom apartments
17 x 2 bedroom apartments
3 x 3 bedroom apartments
There are 40 basement car parking spaces dedicated to the residential apartments as well as 6 resident visitor parking spaces.
The entry to the apartments is independent of the Club entry. A separate lift core services the apartments providing direct access from the basement car parking levels.
Communal open space for the apartments is provided in the form of a roof top terrace.
TRAFFIC AND PARKING MANAGEMENT
All vehicular access to the Club will be via Larkin Lane. A single two way driveway will provide access to 3 basement levels that will provide 58 car parking spaces. These spaces will be allocated as follows:
11 designated Club parking spaces
40 residential apartment spaces
6 residential visitor spaces
1 car wash bay
The development also provides parking for 6 motorcycles and 12 bicycles. The parking provision complies with Ku-ring-gai Council requirements.
With regard to traffic generation, traffic investigations undertaken by Colston, Budd, Rodgers and Kafes Traffic consultants have included traffic surveys along Pacific Highway, Larkin Lane and Maclaurin Parade and have confirmed that the development will have no noticeable effect on the operation of the surrounding road network and signalised intersections.
